The departments of commercial administration in all the provinces, autonomous regions, municipalities, separately listed cities, and Xinjiang Production and Construction Corps, the departments of commercial administration in the city of Harbin, Changchun, Shenyang, Xi’an, Nanjing, Wuhan, Chengdu, and Guangzhou, as well as all the related exporting enterprises:

In accordance with the Administrative Measures on Textile Exports (Provisional) (hereinafter referred to as Measures) and Catalogue of Temporary Managed Commodities for Textiles Exported to EU, the First Achievement Distribution of the Applicable Quantity of Textile Exported to the U.S. and EU in 2007 is issued, matters of concern are notified as follows:

1. Distribution by achievement shall be conducted in 2007 for Category 200/301,222,229,332/432/632A(B),352/652,359S/659S,363,443,447,619,620,622,345/645/646 and 666, which are exported to the U.S. and for Category 2,20,39 and 115, which are exported to EU. The total volume of the first achievement distribution equals to 50% of the contracted product amount in 2007. See Appendix for details.
2. The export achievement shall be calculated from January 1, 2006 to July 31, 2006. The exports by the mode of OPA and OPT to EU as well as handcraft products to EU have been equally deducted from the export achievement of the specific category.
3. In accordance with Item 5 and Item 6 of Article 11 in the Measures, if the applicable quantity is less than the least applicable quantity listed in Appendix 1, the applicable quantity of the operators shall be zero and the rest amount shall be distributed in line with the achievement preference principle.
4. All the departments of commercial administration shall notify the local operators to submit the application in accordance with Appendix 2 to Ministry of Commerce before October 30, 2006.
5. Ministry of Commerce will notify the formal distribution plan later, which shall be the basis of signing and issuing Temporary Licence of Textile Exports by the local license institutions.
6. All the departments of commercial administration shall forward this Circular to the related local operators. Related details can be consulted from “Export Information on Textiles” column on the website of Ministry of Commerce.
7. The related local operators shall submit the application within the time limit, any delayed application shall be considered as invalid.
8. China International Electronic Commerce Centre shall be technically prepared in advance.
